Health Insurance for Asylum Seekers from Romania (ASIG – RO)

STAGE I

The ICAR Foundation, in partnership with AIDRom, implements the project: “Health Insurance for Asylum Seekers from Romania (ASIG – RO)”.

Project code: FAMI 20.02.04.01

The project is carried out in 3 stages of implementation:
– Sept 2020 – Sept 2021
– Sept 2021 – Sept 2022
– Sept 2022 – Dec 2022

The first stage of implementation takes place in the period: September 26, 2020 – September 25, 2021.

The total budget of the project, for the 3 Implementation Stages, is in the total amount of: 3,065,408.44 Lei.
The budget related to the first stage of implementation is 1,426,529.35 Lei.

The project is financed by the National Program Fund for Asylum, Migration, and Integration.

The general objective of the project is to improve the reception and assistance conditions for asylum seekers in Romania by contributing to ensuring their basic physical and mental health needs.

The specific objectives of the project consist of:

1. Contribution to ensuring a state of mental and physical health of asylum seekers suitable for accommodation in the Regional Centers and going through the asylum procedure in Romania;
2. Improving the level of information of asylum seekers and government actors about their rights and obligations within the medical system in Romania, as well as the importance of health services for this group of people (asylum seekers).

The project’s target group consists of asylum seekers (defined according to art. 2 b of law no. 122/2006 and art. 6c of the Decision 573/2007/CE) from Bucharest, Galati, Giurgiu, Rădăuţi, Şomcuta Mare and Timisoara, which live in the Regional centers of accommodation and procedures or in the closed centers of the General Inspectorate for Immigration, as well as those who live outside these centers.

The project will contribute to improving the conditions of reception and assistance for asylum seekers in Romania by ensuring their basic physical and mental health needs.

The main activities of the project are aimed at asylum seekers in Romania and will take place over the course of a year in the six procedure and accommodation centers subordinated to the General Inspectorate for Immigration, in Bucharest, Galați, Timișoara, Rădăuți, Șomcuta Mare and George. The target group of the project includes asylum seekers staying in the centers of the General Inspectorate for Immigration, as well as those who live outside these centers.

During this first stage, at least 432 asylum seekers, accommodated both in the IGI centers and outside them, will benefit from consultations, investigations, analyses, and medical treatments and will participate in information and counseling sessions regarding the system of medical assistance in Romania, the rights and obligations on this line, the rules of hygiene and public health.

At the same time, at least 216 asylum seekers, accommodated both in IGI centers and outside them, will benefit from specialized psychological assistance and counseling.

The psycho-social specialists who will carry out activities in these centers will initially seek to identify asylum seekers, especially those belonging to vulnerable categories (families in difficulty, elderly people, people with chronic illnesses, unaccompanied minors, victims of physical and psychological violence), and to identify their needs. Subsequently, tests will be carried out to assess the general state of health of newly arrived asylum seekers and GPs will provide weekly medical consultations.

The project will also ensure the settlement of medical devices and transport to medical facilities for people who are unable to move on their own, in order to respond as best as possible to the medical needs of asylum seekers in Romania.

The ICAR Foundation, in partnership with AIDRom, implemented the first stage of the project “Health Insurance for Asylum Seekers from Romania (ASIG – RO)”, FAMI 20.02.04.01, in the period 26.09.2020 – 25.09.2021. The project is financed by the National Program Fund for Asylum, Migration and Integration. The project contributed to the improvement of reception and assistance conditions for asylum seekers in Romania by ensuring their basic physical and mental health needs.

The main activities of the project targeted asylum seekers on the territory of Romania and will take place over the course of a year in the six procedure and accommodation centers subordinated to the General Inspectorate for Immigration, in Bucharest, Galați, Timișoara, Rădăuți, Șomcuta Mare and Giurgiu. The target group of the project included asylum seekers staying in the centers of the General Inspectorate for Immigration, as well as those who live outside these centers.

During this first stage, more than 1200 asylum seekers, accommodated both in the IGI centers and outside them, benefited from consultations, investigations, analyses, and medical treatments and participated in information and counseling sessions regarding the assistance system medical from Romania, the rights, and obligations on this line, hygiene and public health norms (the assumed indicator for these services being 432 asylum seekers).

At the same time, more than 560 asylum seekers, accommodated both in the IGI centers and outside them, benefited from specialized psychological assistance and counseling (the assumed indicator for these services being 216 asylum seekers).

Sesiune de informare ”Dificultăți întampinate în oferirea de servicii, solicitanților de azil

On 17.08.2021, the Icar Foundation in partnership with AIDRom organized the event “Difficulties encountered in providing services to asylum seekers”.
The main topics addressed during the event were: the problems encountered during the pandemic, difficulties encountered in working with asylum seekers, the involvement of institutions in working with asylum seekers, and the impact of migration on the local community.
The meeting was attended by representatives of CRPCSA Timișoara, D.G.A.S.P.C. Timis, I.T.P.F. Timis, Timis Prefecture, Medici’s Clinics, ANITP CR Timișoara and UPU-SMURD SCJUPBT, CNRR and Save the Children. The event took place within the project “Health Insurance for Asylum Seekers from Romania (ASIG – RO)”.

”Servicii de sănătate Accesibile Nevoilor Solicitanților de Azil (S.A.N.S.A.)”

The ICAR Foundation, in partnership with AIDRom – the Ecumenical Association of Churches in Romania, implements the project: “Health Services Accessible to the Needs of Asylum Seekers (S.A.N.S.A.)”, FAMI 19.01.03, in the period: 13.08.2019 – 12.08.2020. The project is financed by the National Program Fund for Asylum, Migration and Integration. The project will contribute to improving the conditions of reception and assistance for asylum seekers in Romania by ensuring their basic physical and mental health needs.

The main activities of the project are aimed at asylum seekers on the territory of Romania and will take place over the course of a year in the six procedure and accommodation centers subordinated to the General Inspectorate for Immigration, from Bucharest, Galați, Timișoara, Rădăuți, Șomcuta Mare and Giurgiu. The target group of the project includes asylum seekers staying in the centers of the General Inspectorate for Immigration, as well as those who live outside these centers.

At least 600 asylum seekers will benefit from consultations, investigations, analyzes, and medical treatments and will participate in information and counseling sessions regarding the healthcare system in Romania, the rights and obligations in this line, the rules of hygiene, and public health.

At the same time, at least 200 asylum seekers will benefit from specialized psychological assistance and counseling in the IGI accommodation centers.

On 27.03.2019, the local information meeting “Challenges and successes in assisting asylum seekers” took place in Timișoara

The event took place within the project: “Health care services for Asylum Seekers (S.O.S.- S.A.)”, implemented by the ICAR Foundation in partnership with AIDRom. The aim of the project is to improve the reception and stay conditions of asylum seekers from Romania, by providing medical and psychological assistance.

The meeting was attended by local actors and representatives of NGOs that carry out their activity within CRPCSA Timişoara, together with a psychologist from the Icar Foundation – Tincu Evelina, a social worker from AIDRom – Botnariu Marica and a general practitioner from the Icar Foundation – Dragu Carina.
